Qualification documents such as business license: provide valid business license (copy)/legal person certificate of public institution/practice license of professional service institution/registration certificate of private non-enterprise unit. 2. Power of attorney of the legal representative: If the legal representative participates in the consultation, he must provide a copy of his ID card (attached to the qualification certificate); If the legal representative authorizes others to participate in the consultation, the power of attorney of the legal representative shall be provided. Where the seal of the legal representative is required in the consultation document, the person in charge of the unincorporated unit shall refer to it. When a branch of a legal person participates in the negotiation, it shall provide the power of attorney issued by the legal person to the branch in addition to the Power of Attorney of the Legal Representative. 3. Financial status report: provide the audited financial report for 2023 or 2024 (the balance sheet at any time after its establishment can be provided if the deadline for submission of response documents is less than one year), or the credit certificate issued by the basic bank within three months before the deadline for submission of response documents, or the bid guarantee letter issued by the credit guarantee institution (any of the above three forms of information can be provided). 4. Written statement: provide a written statement, including a statement that it has the necessary equipment and professional technical ability to perform the contract; Did not provide overall design, specification preparation or project management, supervision, testing and other services for this project. 5. Social security payment certificate: provide the social security fund deposit certificate or the social insurance participation payment certificate issued by the social security agency in any month within one year before the deadline for submitting the response documents. Suppliers who are not required to pay social security funds according to law shall provide relevant documents to prove it. 6. Proof of tax payment: provide relevant evidence of tax payment in accordance with the law in any month within one year before the deadline for submission of response documents (the time is based on the date of tax, and the tax category at least includes value-added tax or enterprise income tax), and the evidence should have the official seal or special business seal of the tax authority or collection agency. Suppliers who are tax-exempt or not required to pay taxes according to law shall provide corresponding supporting documents. 7. Written statement of no major violation of law or discipline in recent three years: Provide the Written Statement of No Major Violation of Law or Discipline in Recent Three Years. 8. Credit record: the supplier is not included in the list of "untrustworthy enforcer" or "party of major tax violation case" recorded on the website of Credit China; Not in the "China government procurement network" recorded in the "list of records of serious violations of law and dishonesty in government procurement", it is forbidden to participate in government procurement activities. (The inquiry result of the purchaser or procurement agency on the day of bid opening shall prevail). 9. Holding management relationship: provide a list of direct holding and management relationships. If the person in charge of the unit with other suppliers is the same person or has a direct holding or management relationship, the response is invalid. 10. This project will not be negotiated by the consortium, and subcontracting is not allowed: the supplier shall provide the Statement of Non-consortium Non-subcontracting Consultation, which is regarded as independent negotiation and not subcontracting. 11. Other specific qualifications of the supplier: having a valid qualification certificate for printing state secret carriers of Grade B or above (digital processing of archives).
