　　Earlier, the CPC Central Committee had issued the Opinions on developing theme education, made arrangements and put forward clear requirements for doing a good job in this theme education. Here, I will talk about three questions.

　　First, deeply understand the great significance of carrying out this theme education.

　　Focusing on leading cadres at or above the county level, carrying out in-depth education on studying and implementing the theme of Socialism with Chinese characteristics Thought in the new era is an important measure to implement the spirit of the 20th Party Congress, which is of great significance for unifying the Party’s thinking, solving outstanding problems within the Party, always maintaining the flesh-and-blood ties between the Party and the people, and promoting the development of the cause of the Party and the state.

　　我們黨始終高度重視理論武裝，每逢重大歷史關(guān)頭，都要用黨的創(chuàng)新理論統(tǒng)一全黨思想，每次黨內(nèi)集中教育也都堅持把理論學(xué)習(xí)作為首要任務(wù)并貫穿始終，為全黨團(tuán)結(jié)統(tǒng)一奠定堅實思想基礎(chǔ)。今天，我們黨帶領(lǐng)全國各族人民邁上了全面建設(shè)社會主義現(xiàn)代化國家、全面推進(jìn)中華民族偉大復(fù)興的新征程，要更好肩負(fù)起新時代新征程黨的使命任務(wù)，迫切需要用新時代中國特色社會主義思想武裝頭腦、指導(dǎo)實踐、推動工作。

On the one hand, there are still some problems that need to be paid attention to in terms of learning, believing and using, learning and understanding. On the other hand, the Party’s innovation theory is constantly developing, and the 20th Congress of the Party has put forward a series of important ideas and viewpoints. 　　The great achievements of our party’s struggle in the past century are all made by the party’s unity and leadership of the people of all ethnic groups in the country. To turn the grand blueprint drawn by the Party’s 20th National Congress into reality, we still have to rely on hard work and hard work. Although these problems exist in a few party member and cadres, if they are left unchecked, they will damage the party’s image and delay the party’s cause, and must be seriously solved.

To solve these problems, we must persist in strict tone, strict measures and strict atmosphere for a long time, and constantly deepen the comprehensive and strict management of the party.

　　This theme education should educate and guide Party organizations at all levels and the vast number of party member and cadres to highlight the problem orientation, find out the shortcomings, find the gaps, be clear about the direction, accept the political physical examination, clean up the political dust, correct the behavioral deviation, solve the outstanding problems in impure thinking and organization, and constantly enhance the Party’s self-purification, self-improvement, self-innovation and self-improvement ability, so that our Party will always be full of vitality and vitality, and always become the strong leadership core of the cause of Socialism with Chinese characteristics.

　　First, firmly grasp the general requirements.The general requirements of this theme education are "learning ideas, strengthening party spirit, emphasizing practice and making new contributions". These four sentences reflect our Party’s consistent requirements of combining knowledge with practice, integrating theory with practice, and unifying the transformation of the subjective world with the transformation of the objective world. They are a closely linked, interconnected and internally unified whole. This general requirement should run through the whole process of this theme education.

In accordance with the work plan of the CPC Central Committee on the investigation and research in the whole party, party member and cadres, especially leading cadres at all levels, are organized to dive into the front line, go deep into rural areas, communities, enterprises, hospitals, schools, "two new" organizations and other grass-roots units, feel the pulse, dissect sparrows, sort out problems and investigate difficult problems, and use the party’s innovative theory to study new situations and solve new problems. Adhere to the problem orientation, enhance the problem awareness, dare to face up to problems, be good at finding problems, look at both "high-rise buildings" and "shady hutongs", really find out the situation, identify the problems and put forward the countermeasures. Improve the way of investigation, avoid formalism and bureaucracy, and investigate in places and units where there are many difficulties, people’s opinions are concentrated, and the work can’t open the situation. Be good at empathy, walk into the masses, sincerely listen to their voices, truly reflect their wishes, truly care about their sufferings, and accurately understand their worries and hopes. Pay attention to the transformation and application of research results, deepen research on the basis of investigation, improve the quality of research results, effectively turn research results into practical measures to solve problems and improve work, and prevent more research and less analysis of situations, and put forward countermeasures and suggestions that are generalized, empty and abstract and do not solve practical problems. Make overall arrangements and reasonably determine the time and place of research, so as to prevent cluster research and show research. In the process of investigation, we should be pompous, simplify official reception, and not add burden to the grassroots.

　　We must promote high-quality development. Focusing on high-quality development, the primary task of building a socialist modern country in an all-round way, we should strengthen theoretical study to guide development practice, deepen investigation and research to promote the solution of development problems, and implement study and research to complete the tasks deployed by the Party’s 20th National Congress, so as to promote the new achievements of high-quality development and test the achievements of thematic education. Conscientiously implement a series of requirements and decision-making arrangements of the CPC Central Committee on implementing the new development concept, building a new development pattern and promoting high-quality development, enhance the system concept and overall awareness, do a good job in expanding domestic demand, deepening the supply-side structural reform, accelerate the construction of a modern industrial system, comprehensively promote rural revitalization, implement the strategy of rejuvenating the country through science and education, strengthening the country through talents, and innovation-driven development, safeguard and improve people’s livelihood in development, promote green development, promote the construction of beautiful China, promote the comprehensive rule of law, and build socialism. Adhere to learning, comparison, inspection and rectification, and rectify problems throughout the theme education, so that the people can truly feel the actual results of solving problems. The leading group should compare the problems listed in the Opinions with the Socialism with Chinese characteristics Thought in the new era and the major decision-making arrangements of the CPC Central Committee, systematically sort out the problems found in the investigation, the problems encountered in promoting development, and the problems strongly reflected by the masses, and formulate rectification measures one by one in combination with the problems found in the inspection tour and audit supervision. Those that can be changed should be changed immediately, and those that cannot be solved for a while should be fixed on it and continuously rectified to ensure that the rectification is in place and prevent it from being delayed for a long time. Party member and cadres, especially leading cadres, should put themselves in, put their responsibilities in, put their work in, conduct party spirit analysis against the problems examined, seriously carry out criticism and self-criticism, so as to meet people and see their thoughts, and strive to solve problems from the ideological roots. All localities, departments and units should do a good job in the special rectification of outstanding problems, and dare to touch the real thing to achieve practical results. Adhere to the combination of "reform now" and "standing for a long time", and fix the good practices and experiences of studying and implementing Socialism with Chinese characteristics Thought in the new era in theme education in a timely manner in the form of system. For recurring problems, we should pay attention to finding the reasons from the system, do a good job in perfecting the mechanism and establishing rules and regulations to prevent problems from rebounding.

　　The central and state organs are in a particularly important position in the governance system of the party and the state. They are closest to the Party Central Committee and serve the Party Central Committee most directly, which has a weathervane role in carrying out this theme education well. This theme education, the central and state organs and departments should take a good lead, set an example, and demonstrate to drive the theme education to go deep and practical. At the same time, in the theme education, we should do a good job in the education and rectification of cadres in organs and systems, earnestly strengthen political education and party spirit education, strictly observe rules and discipline, seriously educate pure thoughts, strictly rectify pure organizations, strive to build a model organ that will reassure the CPC Central Committee and satisfy the people, and do a good job in practicing the first phalanx of "two maintenance".

　　Three, strengthen the leadership of the theme education.

　　This theme education is a major event that concerns the overall situation, with tight time, heavy tasks and high requirements. Party committees (party groups) at all levels should attach great importance to it, carefully organize and implement it, and ensure the successful completion of various tasks of theme education.

　　First, clear leadership responsibilities.The theme education was carried out under the leadership of The Politburo Standing Committee (PSC), and the central theme education leading group and its office were established to be responsible for the leadership and guidance of theme education. The member units of the leading group should give full play to their functions and form a joint effort. Party committees (party groups) at all levels should shoulder the main responsibility and plan, organize and implement the theme education well. The main responsible comrades of the Party Committee (Party Group) should earnestly perform the duties of the first responsible person, personally plan, rely on the front to direct, supervise and guide, and improperly "discard the shopkeeper" or "setter". Members of party committees (party groups) should conscientiously perform their duties of one post and two responsibilities, and strengthen the guidance and supervision of thematic education in the areas and departments in charge. The competent department of industry system should strengthen the guidance on the theme education of this industry system. Relevant departments should clarify their responsibilities, cooperate closely, form a good organization and guidance pattern, and make the theme education from the beginning to the end and achieve practical results. It is necessary to take the development of theme education as an important part of the annual assessment of leading bodies and leading cadres, and the debriefing and evaluation of party organization secretaries at the grassroots level.

　　Second, strengthen supervision and guidance.The central government sent a steering group to supervise and guide the development of theme education. Party committees of provinces, autonomous regions and municipalities and party groups (party committees) in charge of industry systems sent roving guidance groups to strengthen supervision and guidance to their regions, departments and units. City and county levels do not set up a steering group. Guidance groups at all levels should adopt the methods of roving guidance, random sampling, sinking visits, discussion interviews, etc., strictly supervise practical guidance, and guide and supervise, which not only points out the existing problems, but also helps to study countermeasures. It is necessary to classify and guide according to the characteristics of different regions, different fields and different industries, and make precise policies to prevent "one size fits all". It is necessary to closely rely on the party committees (party groups) of regional departments and units to carry out their work, strengthen communication and exchange views in a timely manner, and promote problem solving. It should be noted that formalism and bureaucracy are the key issues to be examined and rectified in this theme education, so this theme education will definitely not engage in formalism, formality and superficiality. We should anticipate, effectively guard against and resolutely overcome all possible formalism.
