　　To implement the requirements of the Regulations on publicity, Chaoyang District People’s Government adheres to the principle of fairness, fairness, legality and convenience, and fulfills its legal obligation of government information disclosure, and studies and promotes the openness of administrative decision-making, implementation, management, services and results, so as to promote justice through publicity, enhance government execution and credibility, and protect people’s right to know, participate, express and supervise. Constantly establish and improve the working system of government information disclosure, improve the working system, formulate and implement the Working Rules of Chaoyang District People’s Government in Beijing, regard openness and transparency as the basic system of government work, vigorously promote the openness of government affairs, and consciously accept the supervision of the masses.

　　Conscientiously implement the results of intensive construction of government websites, make full use of the centralized information publishing platform of "Beijing Chaoyang" district government portal website, standardize the setting of exclusive pages of each unit, strengthen the construction of government websites and new media for government affairs, continuously expand the scope of active disclosure of government information through various channels, increase the intensity of government information disclosure, and set up institutions, office addresses, office hours, contact information, leadership information, fiscal revenue and expenditure, government procurement, and major projects around the vital interests of the masses that need to be widely known by the masses. Through charts and diagrams, micro-videos, micro-information, etc., which are popular with the masses of enterprises, we will release information on matters related to the service of the masses of enterprises, release policy interpretations, and release "illustrated government work" and "micro-interpretation" throughout the year. At the same time, timely release information through "Beijing Chaoyang" WeChat WeChat official account and "Beijing Chaoyang" official Weibo. In the whole year, 35,520 pieces of government information were released voluntarily.

　　From the date of implementation of the newly revised Regulations, we will conscientiously implement the work requirements of the Regulations, constantly standardize the disclosure of government information according to applications, organize all units to compile and update their own government information disclosure guidelines, and compile and centrally publish district-level government information disclosure guidelines for 2019 to ensure smooth disclosure channels according to applications, and accurate information such as accepting organs, mailing addresses and contact numbers. Establish and improve the working mechanism of disclosure according to the application, further standardize the handling process of disclosure according to the application, and strictly control the five links of "acceptance, handling, reply, delivery and filing" to ensure a good reply according to the law and regulations. Throughout the year, the region accepted 2493 applications for government information disclosure from citizens, legal persons or other organizations.

　　3. Standardization and standardized management of government information resources.

　　For the government information to be released, we will strengthen the standardized management of government information resources, continue to implement the source management mechanism of official document attributes, and combine the procedures for determining the public attributes of government information with the procedures for document circulation and information release. At the same time as issuing official documents, we will simultaneously carry out confidentiality review and determine the public attributes. The column of "public attribute" has been added to the "document signing and approval form", which combines the document issuing procedure and the confidentiality review procedure into one. After consulting the opinions of the responsible units, the district information disclosure office comprehensively considers and puts forward suggestions on public attributes, and the leaders will examine and approve the public attributes at the same time when signing and approving the official documents. Increase the intensity of information disclosure review, according to "who is in charge and who is responsible; Who is open, who review "principle, confidential review of government information to be disclosed, to avoid information disclosure and leakage caused by government information disclosure.

　　In accordance with the requirements of the Beijing Municipal Government’s "Window of the Capital" information disclosure column construction, strengthen the information release management of the government information disclosure column, regularly maintain the government information disclosure system, update the government information in time, and do a good job in data submission. Coordinate media resources, use the "one network and two micro" communication platform, focus on unifying thoughts and serving the overall situation, enhance the ability of propaganda and public opinion guidance, organize and plan news release and media coverage and interview activities, focus on socialist core values, and open columns and special programs closely related to the interests of the people. Constantly increase the interactive response between the government and the people, and deeply interpret the government work. Improve the government public opinion response mechanism, strengthen the whole process management, strengthen the release of emergency information, timely and accurately release authoritative information, and enhance the initiative, pertinence and effectiveness of government public opinion response. The main responsible comrades of the district government walked into the live broadcast room, participated in the live broadcast program of "Top Citizen Dialogue", deeply interpreted the government work and responded positively to concerns. The "Policy Interpretation" column is set up on the portal of the district government, and the important documents, major decisions, key work and policy interpretation are studied, deployed and promoted simultaneously, so as to convey the policy intention in a timely and accurate manner. Fully integrate resources, actively use charts and diagrams, new media platforms and other publicity methods to enhance the interpretation effect in all directions.

　　Supervise and inspect all kinds of government information public places at all levels in the whole region, so as to achieve the goal that a special person is responsible for the reception at the window, with obvious signs and clear guidance, all kinds of facilities and equipment are operating normally and effectively, and all kinds of access documents are placed in an orderly, clean and tidy manner, so as to provide the public with efficient and convenient government information public inquiry services.

　　5. Supervision and guarantee of government information disclosure and education and training.

　　Since the implementation of the new "Regulations", all units in the region have been organized to hold special training sessions on the new "Regulations", requiring all units to conscientiously implement the requirements for the disclosure of the newly revised "Regulations", do a good job in the voluntary disclosure of government information and handle it according to the application, update the guide and catalogue of government information disclosure in time, promote the transformation from disclosure according to the application to voluntary disclosure, and continuously enhance the awareness of law, administration according to law and the purpose of serving the masses. At the same time, to establish and improve the open work system according to the application, all units are required to establish a work coordination mechanism, clarify the leaders in charge, and determine the specific staff in accordance with the working standards of "the main leaders know about the open work, the competent leaders attach importance to the open work, and the office director knows about the open work", so as to continuously improve the ability and level of government information disclosure.

　　6 work assessment, social appraisal and accountability results

　　According to the new "Regulations", "Beijing Municipal Government Information Disclosure Regulations" and a series of public working documents in Beijing, we will accept complaints and reports on government information disclosure and reply in time. In accordance with the requirements of public work, formulate detailed rules for the implementation of the assessment, hire a third-party assessment agency to carry out performance assessment on the public work of all units in the region, find out the problems existing in the public work in time, and ask the units with problems to rectify in time. Throughout the year, there was no accountability for the government information disclosure work.

　　First, the study and training of the newly revised Regulations. Since the implementation of the newly revised "Regulations", there are still problems of insufficient research and understanding of the "Regulations". In the next step, we will intensify the study and training, carry out various special trainings at all levels step by step, strengthen the study and understanding of the newly revised Regulations and supporting normative documents, establish legal awareness, strengthen the awareness of procedures and evidence, strengthen the construction of personnel, and improve the professional ability and level of public work in the whole region.

　　The second is the active disclosure of government information. In promoting the voluntary disclosure of government information, there are still problems that need to be further expanded and strengthened. In the next step, we will strengthen the construction of government website content, comprehensively optimize the background system and foreground display of the portal website of the district government, optimize the website work such as column planning, data release and interaction between the government and the people, and turn the "Beijing Chaoyang" portal website into an integrated platform integrating information release, online service and interaction between the government and the people. At the same time, around the overall goal of government information service to the masses, we will firmly establish the sense of purpose service, continuously increase the intensity of information disclosure involving the vital interests of enterprises and the masses, and give full play to the role of government information service for the convenience of the people.

Since the implementation of the new "Regulations", there is still a problem that all units are not standardized in performing government information disclosure according to laws and regulations. In the next step, we will carry out special training in various ways, requiring all units to publicly publish and update their own information disclosure guidelines in a timely manner, to ensure accurate information and smooth channels for disclosure according to applications, to accept government information disclosure applications according to laws and regulations, and at the same time, to standardize the handling procedures and comprehensively improve the ability and level of information disclosure according to applications.
