Editor’s note: Nantong is a famous "hometown of architecture" in China. In 2009, the 7th China Construction Enterprise Summit Forum was held in Nantong. After 9 years, Nantong once again ushered in this grand event at the important historical moment of 40 years of reform and opening up. As a manager of a large state-owned construction enterprise, Mr. Huai Wannian witnessed the two forums, witnessed the development and fruitful achievements of Nantong’s construction industry in the past nine years, and made in-depth thinking and exploration, forming a unique "Nantong impression". This is an affirmation of Nantong’s construction industry, and at the same time, it also provides reference for how to build regional brands in various places.

As an annual gathering of architectural elites, China Construction Enterprise Summit Forum once again landed in Nantong, the city of rivers and seas and the hometown of architecture, after a lapse of nine years.

In 2009, the author participated in the 7th Summit Forum held in Nantong, and wrote the article "Impression of Nantong —— Thoughts on Participating in the 7th China Construction Enterprise Summit Forum", which caused a certain response in the local industry. This year, I was fortunate enough to participate in the 16th Summit Forum with the theme of "High-quality Development", and I was even more impressed. I specially took "See Nantong" as the topic, focusing on the following:

After nine years, the development momentum of Nantong construction industry is still strong.

"China architecture looks at Jiangsu and Zhejiang, and Jiangsu architecture looks at Nantong". This is highly praised by people in the industry for the position of Nantong construction industry. Nantong’s construction industry is a veritable pillar industry, a rich industry and an advantageous industry in Nantong, which has outstanding advantages and a good development foundation. Since the reform and opening up, Nantong’s construction industry has experienced three stages from small to large and from weak to strong, including initial development, consolidation and improvement and transformation, and gradually formed an industrial pattern with complete categories and professional support, such as scientific research and design, building installation, decoration, component production, construction machinery manufacturing, training and education. The total economic output, construction production capacity, engineering quality level and market share are all in the leading position in Jiangsu Province, ranking in the forefront of prefecture-level cities in China, and the construction team is praised as "Nantong Construction Iron Army" by all walks of life.

In the new historical period, in order to build a "national first-class modern building city", Nantong Municipal Party Committee and Municipal Government have continuously strengthened policy support, deepened reform and innovation, made every effort to promote industrial transformation and upgrading, and made efforts to promote "three major changes" in production methods, business fields and market development, so as to conform to the "new normal" of economic restructuring; Actively cultivate the "three highlands" of technology, innovation and talents to create "new advantages" of core competition, and continuously deepen the "three major reforms" of business model, property right system and management mode to stimulate the "new vitality" of system and mechanism, and promote the historic leap of Nantong from a big building city to a strong building city. Every year, more than 200 national and provincial excellent projects have been created, and 100 "Luban Awards" have been won, ranking first among prefecture-level cities in China. The project covers all provinces, municipalities, autonomous regions and more than 40 overseas countries and regions except Taiwan Province.

Industrial development enters the fast lane. The rapid rise of private enterprises

The rapid development of Nantong’s construction industry mainly benefits from the reform and restructuring of enterprises. In the early days of reform and opening up, Nantong’s construction industry gradually formed an ownership structure with township enterprises as the main body and state-owned and large collective enterprises as the leading backbone. Since the 1980s, Nantong has started the restructuring of township construction enterprises, and most of them have carried out joint-stock and joint-stock cooperative reforms. During the "Tenth Five-Year Plan" period, Nantong will push forward the reform work in depth, on the one hand, carry out reasonable transfer and concentration of equity in the restructured enterprises; On the other hand, in accordance with the principle of withdrawing state-owned and collective assets from the construction industry, the restructuring of large collective and state-owned enterprises in cities and counties (cities) has been fully implemented, and a large number of leading backbone enterprises represented by Nantong Jian ‘an Corporation have all been separated from human resources and restructured as a whole to become private construction enterprises. It is with the strong support of the government that through several rounds of restructuring, most of the collective and state-owned construction enterprises in Nantong were privatized around 2000, which combined the advantages of state-owned brands with the mechanism of private enterprises and formed their own competitive advantages.

Nantong Second Construction Project focuses on exploring the long-term mechanism of project simulation joint-stock system, and fully stimulates the endogenous motivation of project management. Nantong Second Construction Company is a super-qualified enterprise that grew up from the labor subcontracting team, and its current chairman is Yang Xiaodong. In 2005, after the company completely completed the privatization system reform, it decided to move the reform forward to the project, and explored and formed a project corporatization management system with distinctive personality characteristics characterized by the project simulation shareholding system. Its core content is: following the principle of "voluntary participation, risk sharing and benefit sharing", all registered managers of the project department can become project shareholders and enjoy the corresponding amount of simulated shares according to their positions, responsibilities and abilities. Under this mechanism, if the profit target is exceeded, the project shareholders can enjoy 50% dividend of the excess profit; On the contrary, the project shareholders will pay compensation according to 10% of the unfinished indicators.

The implementation of the project simulation joint-stock system has further stimulated the enthusiasm of employees to actively participate in project management. Employees no longer regard their work as a profession, but as a career, changing from "asking me to do it" to "I want to do it", forming a positive situation in which all employees care about the process and the cost, as well as a good atmosphere of mutual supervision and coordinated operations. The work motivation is obviously enhanced and the project cost is obviously reduced. As a result, the innovation ability of enterprises has been significantly enhanced, the sense of belonging of employees has become stronger, and the management ability of enterprises has been continuously improved.

Nantong Sanjian aims to become a world-class enterprise with global competitiveness. The company was originally a Haimen county construction company, and after several rounds of restructuring, it developed into a private enterprise-Nantong Sanjian Group. Under the leadership of Huang Yuhui, the head of the company, with the goal of high-quality development, the company has determined the development strategy of "cross-border, cross-border, intergenerational and leapfrog": "cross-border" means going from domestic to international, building a multinational company and realizing a comprehensive breakthrough in market operation and business development; "Cross-border" is based on the construction industry, opening up the upstream and downstream of the industrial chain, doing a good job in finance, investment, real estate, operation management and other fields, and forming an industrial pattern of "vertical development integration"; "Cross-generational" means implementing the business partner mechanism and adopting various ways such as introducing foreign talents and cultivating them internally to build a highland of talents and technology and achieve sustainable development; "Leaping" means actively exploring the construction of a large-platform business ecosystem, stepping out of a differentiated competition road, forming a unique core competitiveness, and leading enterprises from the "Red Sea" to the "Blue Ocean" in the construction industry. Nantong’s four constructions are reformed and innovated, nirvana is reborn, and a new image of Nantong’s architectural iron army is created. Nantong Sijian is the birthplace of the title of "Architectural Iron Army" in Nantong. Geng Yuhua, the chairman of the company, is the vice president of China Construction Association and the president of Nantong Construction Chamber of Commerce. Nantong Sijian has carried out enterprise reform throughout the whole process of enterprise development, becoming an enterprise that constantly transcends itself and is constantly reborn. Since 2000, the company has been restructured five times around the equity design. Especially in 2006, the subversive change of the equity mechanism became a milestone in the company’s development history. Its core content is to abolish the tenure system of shareholders, break the "hereditary" system of equity, and implement the withdrawal of shares after leaving the post, so that the shareholders of the company are always in a state of mobility, and the equity is always in the hands of the on-the-job management backbone of the company. Experts believe that Nantong Sijian is one of the most successful enterprises in the restructuring of private enterprises in China. Over the years, there have been an endless stream of units from all over the country to learn from the company. The case of equity system reform in Nantong Sijian has become a classic case of Tsinghua University, Fudan University, Massachusetts Institute of Technology and other well-known institutions of higher learning, and won the first prize of the fourth national construction enterprise management modernization management innovation achievement.

Zhongnan Group came from behind, merged and expanded, and became a "pioneer in green construction and a win-win model" in the industry. Zhongnan Group is headquartered in Zhongnan Village, Haimen, Jiangsu Province. Chen Jinshi, the chairman of the group, is a deputy to the National People’s Congress. Now the president of the group is Lu Guiqing, the former chief economist of China Construction Corporation, a professional manager. Zhongnan Construction, a wholly-owned core subsidiary of the Group, is one of the largest comprehensive listed companies in Jiangsu Province. The company insists on extending to multi-professional fields, constantly improving its own industrial chain, and merging and expanding with its keen judgment and super ability to seize opportunities: since 2007, it has acquired dozens of specialized companies in domestic counterparts, greatly broadening its business fields. At present, the company has realized the connection and operation of the whole industrial chain from deepening design, on-site construction, electromechanical installation, decoration and steel structure, and can provide customers with the whole life cycle system services of product design, structural construction, fine decoration, community municipal support, delivery and warranty, and actively promote the extension and transformation of steel structure residential projects to the field of green construction by relying on the prefabricated assembly technology and steel structure technology of the whole industrial chain.

Local governments give their full support. Cultural nourishment with regional characteristics

The development of an industry is bound to be influenced by its environment. Nantong construction industry can become a leader in the industry, which can not be separated from the research, grasp and policy support and guidance of local government departments and industry experts on the characteristics and laws of the construction industry.

The local government interprets the importance and support for the development of the construction industry with practical actions.

In order to support the construction industry as a pillar industry to become bigger and stronger, in recent years, Nantong has made every effort to build "three highlands", namely, "cultivating industrial technology highlands, building smart buildings highlands and building talent gathering highlands", and has continuously accelerated the pace of "going out" to realize the leap-forward development of Nantong’s construction industry. While providing policy guidance and support to the construction industry, the government pays more attention to the establishment of new political and business relations, the cultivation of star enterprises and entrepreneurs, and it is more embodied in doing practical things and solving difficult problems.

First, organize regular tripartite meetings among the government, financial departments and construction enterprises to promote cooperation between banks and enterprises. Nantong construction enterprises undertake government investment (or government investment as the main body) projects inside and outside the city. Those who meet the credit policy and loan conditions can apply for loans from the bank in Nantong City with the project construction contract and construction permit; For projects such as PPP, we can meet the financing needs of enterprise project funds through closed loans, secured loans, letters of credit, letters of guarantee and other forms, and actively explore enterprise accounts receivable as pledge guarantee; Encourage and support powerful construction enterprises to adopt BOT (build-operate-transfer), EPC (project general contracting), PPP (cooperation between government and social capital) and other construction methods, so as to promote general contracting by financing investment, undertake infrastructure projects with high added value and great influence, participate in project life cycle management, and develop from construction to integrated operation.

The second is to encourage and guide local design, supervision and construction enterprises to join hands with "Chinese prefix" and "national brand name" enterprises to participate in the construction of urban rail transit in the form of consortium, improve the team in project construction practice and expand new market space.

Third, the credit line of foreign-related letters of guarantee exceeded 20 billion yuan, and the financial support for the "going out" cooperation and docking of the construction industry was effectively strengthened, giving full play to the role of enterprises with the right to sign contracts with foreign countries, and guiding enterprises to gradually transition from labor export to general contracting.

The fourth is to give full play to the advantages of local industrial agglomeration, develop in groups and achieve win-win cooperation. Nantong City established a construction industry alliance and established an urban development fund. The purpose is to promote the strong alliance and promote the supporting and extended development of the industrial chain by strengthening information communication and optimizing resource allocation. The alliance integrates the high-quality resources of Nantong’s construction industry cluster, strives for the market to break through the world with the concept of group management, and continues to call the famous brand "Nantong Construction Iron Army" through joint cooperation.

Fifth, vigorously implement the project to improve the quality and ability of construction entrepreneurs and professional and technical personnel, and promote the joint running of key enterprises and colleges at all levels. Actively attract high-end talents to Nantong to carry out scientific research and achievements transformation related to the construction industry. Every year, the government goes to enterprises to conduct condolence research, understand the demands face to face and solve the problems together. The government conducts free physical examinations for entrepreneurs every year to provide warm-hearted help.

The unique regional characteristics and excellent history and culture provide rich nutrients for the development of Nantong’s construction industry.
